Brooke Smith Appointed Assistant City Manager for University City
April 16, 2021, University City – City Manager Gregory Rose has appointed Brooke Smith, Esq., as Assistant City Manager, effective May 24, 2021. With a career dedicated to municipal government administration, she will assist Rose on a full range of housing, infrastructure, and development projects. She will be one of two Assistant City Managers reporting to Rose.
“Our administrative staff will be greatly enhanced with the addition of Ms. Smith, whose extensive legal and administrative background in municipal government will be invaluable to University City as we enter a very exciting phase of strategic initiatives and redevelopment projects to improve our community,” said City Manager Rose.
Smith, an Attorney, most recently served as City Manager since 2019 for the City of East St. Louis after previously serving as Community Development Director for two years. From 2011 until 2016 she served as City Clerk and assistant to the City Administrator for the City of Dellwood in St. Louis County, and from 2015 until 2017, she served as managing partner of a small law firm she co-founded that concentrated on municipal law and policy, as well as family and criminal law. Earlier in her career, she had consecutive roles as a law intern for Legal Services of Eastern Missouri, Eason and Van Leunen, LLC, and Monsanto Company.

Smith earned her Master’s in Public Affairs from the University of Missouri, Columbia; Juris Doctor from St. Louis University School of Law; and Bachelor of Science in Psychology from Lindenwood University in St. Charles. She is a member of the Missouri Bar Association, International City/County Management Association, National Forum for Black Public Administrators, and the Illinois City/County Management Association.
