University City Requests Federal Aid for Buyouts Post Flooding

September 26, 2022, University City, Mo – The City of University City has filed the Notice of Intent (NOI) documents with the Missouri State Emergency Management Agency (SEMA) asking for state and federal disaster relief funding to purchase homes that frequently flood and did flood during the excessive rain event on July 26, 2022.  No timeline has been provided for the consideration of the NOI, but the City will continue to monitor the progress of the application.

“We all understand that families in our community are still dealing with an extremely stressful situation, and for many this is a frequent occurrence.   The Mayor and Council are making every effort to advance projects that mitigate flooding in University City,” said Gregory Rose, City Manager for University City.

Although approximately 380 properties were the most severely impacted by the historic flooding, the City was advised by SEMA to focus on properties that frequently flood for buyouts. As a result, University City submitted buyout documentation based on fair market value for 24 properties on Wilson and Burch, as well as the Hafner Court Apartments property, all of which have the best chance of being funded.

If approved, up to 25 percent of the buyout funding must be matched by the City for the Wilson and Burch properties, while Hafner Court Apartments would qualify for 100 percent government funding.  Match funding for the City portion would be provided from funding administered by Metropolitan Sewer District.

The City will continue to keep our residents inform as our applications advance through the state and federal government’s processes.  Please keep in mind that the process could be lengthy.
